CHICAGO — A Chicago police officer who was charged with sexually abusing a minor in suburban Norridge earlier this year was charged Friday with a host of new felonies involving three victims.
Judge Barbara Dawkins held David P. Deleon, 30, of Dunning without bail after prosecutors laid out the new allegations.
Norridge police obtained a search warrant for Deleon’s phone while investigating the earlier allegations. They turned the matter over to the Cook County sheriff’s police upon finding evidence of “multiple crimes against children,” according to the state’s written proffer of the allegations made Friday.
The proffer said that further analysis of Deleon’s phone by the sheriff’s investigators revealed evidence of “numerous juvenile male children” hanging out at his home, drinking, smoking hookah, dressing in CPD uniforms, and handling firearms.
A Google search for “drugs that makes u fall asleep” was allegedly found, along with photos and videos of the sexual abuse of the three victims.
At least seven videos dated between November 2021 and March 2022 showed a 23-year-old man “asleep or engaging in sexual intercourse with an unknown adult female,” the proffer said.
Three videos showed Deleon standing over the sleeping victim and sexually abusing the man as he slept, officials alleged.
Prosecutors said the victim confirmed that he slept with a woman at Deleon’s home on March 26, 2022, but he never gave Deleon permission to touch or photograph him.
A 14-year-old boy who went to a Chicago police station on March 20, 2023, to report a battery at his school became the second victim of the allegations, prosecutors said.
That night, Deleon asked to become the boy’s Snapchat friend and arranged to meet each other around 3 a.m. on March 21. According to the proffer, they got food and went to Deleon’s home, where they played a video game and watched TV.
The boy fell asleep on the couch and went home around 6 a.m.
Images on Deleon’s phone, timestamped during the hours that the boy was at his home, show Deleon sexually abusing the boy as the child slept, prosecutors alleged.
Investigators also allegedly found several videos of the third victim, a 13-year-old boy whose parent was once arrested by Deleon.
Delon took the child to dinner a few times, beginning the day after he arrested the boy’s parent, prosecutors alleged.
On May 4, 2022, the boy slept on the couch at Deleon’s home after they went to dinner. Videos recovered by investigators on Deleon’s phone zoom in on the boy’s private areas as Delon sexually abused him in his sleep, the proffer said.
Sheriff’s officers arrested Deleon on Thursday and seized three electronic devices for forensic examination.
Deleon, an officer since 2017, is currently in no-pay status with the Chicago Police Department pending the outcome of the criminal cases, officials said.
The charges filed against him Friday are four counts of child pornography, criminal sexual assault, two counts of criminal sexual abuse of a child under 18 by a person in a position of trust, and unauthorized videotaping.
