CHICAGO — Prosecutors have charged a second man with participating in a shooting that left two men dead and two others, including himself, injured in a downtown Chicago parking lot in 2022. Timothy Parker III, 30, was on bail for a pending felony gun case at the time of the August 6, 2022, shooting.
He is the 64th person accused of shooting, killing, or trying to shoot or kill someone in Chicago in 2022 while on felony pretrial release. The crimes involved at least 108 victims, 30 of whom died.
Surveillance video of the shooting, obtained by the crime tracking site HeyJackass.com, showed exactly what happened in the parking lot at 430 South Clark at 3:20 a.m. (We have included the video at the end of this story for those who care to watch it.)
In the video, a group is standing in the lot when a man wearing a white t-shirt pulls out a gun and shoots 29-year-old Deontae Winfrey from a few yards away. As the crowd scatters, a man wearing a pink hoodie fires more shots at Winfrey.
While the man in pink is firing, he suffers a gunshot wound to his back and immediately falls to the ground. The shooting continues. Bullets hit the ground, sending clouds of white debris flying from the pavement.
There is a pause, followed by more gunfire. Finally, three men run up to Winfrey, who remains badly injured on the pavement. All three open fire on him from close range. A fourth gunman, positioned deeper in the parking lot, fires at Winfrey too.
A group of people returns to the lot to attend to Winfrey as some of the shooters haul away the fallen gunman in pink. In addition to Winfrey, a second man was killed in the gunfire. Two others, including Parker, were shot and survived.
Prosecutors now say Parker was one of the men who shot Winfrey to death. In a court filing, they said Parker “received a gunshot wound from friendly fire” during the altercation and went to St. Bernard Hospital for treatment.
Investigators recovered a gaiter at the murder scene that contained DNA linked to Parker, the document said. A search of Parker’s Facebook account allegedly revealed photos of him wearing “distinct” shoes with purple shoestrings that were seen in a video of the shooting. “Multiple” Chicago cops also identified Parker from video footage, according to the document.
Judge William Fahy granted the state’s detention petition, keeping Parker in jail pending trial. A second man, Lavarious West, was charged with Winfrey’s murder in April. The case is still pending.
Parker was on bail for a pending charge of being a felon in possession of a firearm at the time of the Loop shootings. The allegations stemmed from a gun that was allegedly found during a traffic stop in Orland Park in May 2022. Prosecutors ultimately dropped the case in May 2023.
Here is the video of the shooting that Parker and West are accused of participating in. Please be advised that it is disturbing to watch. Discretion is strongly advised.
The “not horrible” series
This report continues our coverage of individuals accused of killing, shooting, or trying to kill or shoot others on pretrial release for a felony allegation. CWBChicago began our series of reports in November 2019 after Cook County Chief Judge Timothy Evans publicly stated, “We haven’t had any horrible incidents occur” under the court’s bond reform initiative.
On September 18, 2023, Illinois eliminated cash bail entirely. Our “not horrible” continues.
The actual number of murders and shootings committed by people awaiting trial for felony allegations is undoubtedly much higher than the numbers seen here. Since 2017, CPD has brought charges in less than 5% of non-fatal shootings and 33% of murders, according to the city’s data.
