Covert Chicago police officers busted a phone theft ring at Lollapalooza, leading to the filing of felony charges against four people, all of whom are from out of state, according to officials.

Prosecutors said a three-time convicted felon on parole for armed robbery dropped a gun on a Loop restaurant’s patio while fleeing the scene of a “shots fired” incident in the heart of downtown on Sunday evening.

A 27-year-old man is in serious condition after reportedly being shot in the Loop overnight. Police are still trying to piece together the details of precisely what happened.
