CHICAGO — Two men, both migrants who crossed into the USA along the Texas border in 2023, are charged with the horrific murder of a 63-year-old man in his Norwood Park bedroom, officials said.

Geiderwuin Bello Morales, 21, and Jefferson Ubilla-Delgado, 29, will appear for detention hearings on Saturday. At that time, prosecutors will reveal the bone-chilling details of what investigators believe the men did to George Levin in the 7600 block of West Talcott on Sunday evening. They are both charged with murder during the commission of a forcible felony and robbery of a victim older than 60.

Levin’s sister found him bound with duct tape and electrical wire in the basement bedroom of the home they shared around 10:45 p.m. Sunday. She called 911, but her brother was already dead. The medical examiner determined that he died from multiple injuries suffered in an assault.

Morales is from Venezuela, Ubilla Delgado is from Ecuador, and one of them was wearing a federal immigration electronic monitoring bracelet, according to a source. They lived in the same apartment in the 6100 block of North Northwest Highway. Earlier this week, Ald. Brian Hopkins (2nd) described Morales and Ubilla Delgado as “undocumented immigrants.”

Morales was arrested around 3:10 p.m. on January 12 after two girls, ages 13 and 12, reported that he tried to lure them into a car in the 6200 block of North Sayre, just around the corner from where the men lived. A law enforcement source said Ubilla Delgado was in the vehicle with Morales at the time of the alleged luring, but he was not arrested, CPD records show.

Morales’ arrest report in the luring incident states that a detective was “working on felony charges” in the case, but he was ultimately charged only with one count of misdemeanor assault after the detective “consulted [a prosecutor] and supervisor for guidance.” He was released from the Jefferson Park (16th) District police station about nine hours after being arrested.

A CPD spokesperson declined to comment on the January 12 charges. The Cook County State’s Attorney’s Office did not respond to an inquiry about the case.

CWBChicago will post a full update after the men appear in court on Saturday.
