West Loop package theft, burglaries threaten to expand 19-time convicted felon’s rap sheet

A 19-time convicted felon is facing three fresh felony charges after Chicago police allegedly caught him lugging stolen packages and carrying burglary tools through the West Loop.

According to prosecutors, officers investigating a report of stolen packages spotted 55-year-old Marshall Harris in the 1400 block of West Taylor, carrying a bag with a sealed shipping box sticking out. He allegedly dropped the bag as the cops got closer. The box, police said, was addressed to a woman who lives just steps away. Harris, they determined, was not “Jessica,” the name of the recipient on the label.

Police detained him and allegedly recovered more from his pockets: wirecutters, an Allen wrench, a screwdriver, and a crack pipe. Police noted that, given the context of the situation, all but the pipe qualify as burglary tools.

Detectives said the rightful owner confirmed she never gave Harris permission to take the package from her building. Investigators also linked Harris to two residential burglaries reported in the 200 block of North Green on July 14.

According to court records, his felony convictions include aggravated battery of a merchant in 2024, four burglaries in 2018, additional burglary cases in 1997 and 1991, burglary and possession of a stolen vehicle in 1992, theft in 2016 and 2007, possession of burglary tools in 2012, and drug possession cases in 2014, 2008, 2004, 2001, 1997, 1991, and 1989.
